Housing Assistance and Retention Team (HART) project aims to increase retention within the Santa Barbara County permanent supportive housing programs by assisting residents as they transition into independent living, educating and training Housing Authority and other property management staff on how best to serve this vulnerable population, and creating data collection methods to drive decision making and identify emerging trends.
Staff will provide transportation for tenants, coordinate with providers to support for telehealth, and have flex funding available to make sure tenants have the necessary items they need when they first move in.
Full Time; AM 7:00 am - 3:30 pm; Monday - Friday Expected starting wage range is $67,415.

The pay range assigned to this role will be based on the geographic location from which the role is performed.
Starting pay is commensurate with relevant experience above the minimum requirements.
POSITION SUMMARY The Housing Manager is responsible for defining, implementing and overseeing the Housing Department, for the region assigned to include researching, assessing for, planning, coordinating, developing, acquiring supportive housing opportunities to meet the needs of the clients served by Telecare.
He or she assists in developing rehabilitation strategies to meet current and future housing needs.
The Housing Manager is responsible for the oversight of housing funds, budget and housing payment system, as well as housing staff.
ESSENTIAL FUNCTIONS · Demonstrates the Telecare mission, purpose, values and beliefs in everyday language and contact with the internal and external stakeholders · Oversees and assesses housing program success, impacts, and/or outcomes at all assigned sites · Locate, develop, and establishes relationships to maintain networks & partnerships with property owners, managers & other housing entities leading to appropriate housing opportunities for program participants · Develops Agency wide strategies for housing gaps · Oversees inventory of master leased and scattered site housing · Manages housing subsidy program · Manages, supervises and evaluates housing program staff · Supervises Housing Coordinators/Specialists to ensure compliance with Federal, State, and local housing rules and regulations · Frequent travel within the designated service area · Plans, directs and coordinates housing related activities, conducts outreach to landlords and property management companies.
May enter into master lease agreements · Provides administrative oversight of subsidies/vouchers for the Region while maintaining assigned budget · Collaborating & participate in strategic discussions with Administrators, Regional Director and other executives to develop & prepare various housing reports for both Telecare Corp and the Region · Responding to and resolving issues with program clients, landlords and other stakeholders · Conducts audits to determine quality of program delivery and consistency with program model · Develop & provide training on local housing system and voucher · Recruit, hire, orient, manage and evaluate assigned housing services staff · Regularly participate in customer mandated Housing Meetings · Must implement and effectively manage potentially dangerous or crisis situations by implementing CPI strategies of de-escalation and evasion as appropriate · Must evade members served in the event of assaultive behavior and pass assault crisis/crisis prevention training Duties and responsibilities may be added, deleted and/or changed at the discretion of management.
QUALIFICATIONS Required: · Bachelor’s Degree or an equivalent combination of education and directly related work experience · Five (5) years professional work experience in real estate, public housing, housing related programs or a related field, 2 or more years’ experience in a managerial capacity, 2 or more years’ experience in human service setting administering community-based housing for special needs populations, affordable housing programs and/or housing subsidy programs · Experience in the acquisition of residential properties, collaboration with property owners, and the various housing funding resources · Must have an understanding of community mental health services and psychiatric rehabilitation concepts and the Recovery Philosophy · Knowledgeable of cultural and socio-economic factors that inform service provision to persons with behavioral health issues · Certified in the local Coordinated Entry System /Housing HMIS system within 3 months of hire · Must be CPR, Crisis Prevention Institute (CPI), and First Aid certified on date of employment or within 60 days of employment and maintain current certification throughout employment · All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification.
If the position requires driving, valid driver’s license, a motor vehicle clearance and proof of auto insurance is required at time of employment and must be maintained throughout employment.
Additional regulatory, contractual or local requirements may apply Preferred: · Graduate Degree · Previous experience with housing vouchers including Project Based vouchers, Sponsor Based vouchers, Tenant Based voucher and VASH, master-leasing, and/or scattered site programs designed for homeless individuals SKILLS · Strong knowledge, understanding & ability to navigate local housing system including HUD, Coordinated Entry System and Housing Vouchers · Familiarity with psychiatric conditions and recovery principles · Understands and can implement a housing program based on the Housing First philosophy · Strong organizational skills and ability to take initiative without direct supervision and instruction · Highly flexible with the ability to respond to and meet multiple demands and deadlines · Excellent customer service skills with a demonstrated ability to interact well with others and function collaboratively in a team environment · Perform Advanced level computer functions using Microsoft Word, Excel and Outlook & possesses knowledge of project management software · Must demonstrate knowledge & skill in data collection and analysis related to Housing PHYSCIAL DEMANDS The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
The employee is occasionally required to stand, walk, reach, twist, bend, squat, kneel, crawl, climb, pulling and lift and carry items weighing 25 pounds or less as well as to frequently sit and do simple grasping of up to 50 pounds.
The position requires manual repetitions and deviations and to occasionally drive.
